General Chat allows you to chat with everybody on UWars, also can be a good place to ask a quick question, but if normally you should create a thread in the Newbie Board stating your question.

Planet Chat

Planet Chat allows you to chat with all the players on you planet.

Alliance Chat

Alliance Chat allows you to chat with all the members in your alliance, this is a very helpful tool when you want to plan group attacks or discuss important matters faster than if you were using the alliance forums.
